25th Annual International Public Policy Forum Finals - Finals Judge Biographies

The 25th annual International Public Policy Forum Finals will be held at NYU School of Law on Saturday, April 18. The final debate will begin at 3:30 ET. The debate will be livestreamed for viewers across the world.

Judges



William A. Brewer III

Mr. Brewer co-founded the national litigation firm of Brewer, Attorneys & Counselors in 1984. Since that time, he has earned a national reputation as one of the most successful lawyers in the United States practicing exclusively in the field of complex commercial litigation and dispute resolution. Mr. Brewer is also founding partner of the Brewer Foundation. 

 

A former debater himself, Mr. Brewer helped found the International Public Policy Forum and now serves on its Advisory Board. He is also the founder of the Brewer Foundation Future Leaders Program, a public-private partnership that provides academic resources, mentoring, and leadership training to students from the Dallas Independent School District. He has previously been named “Communicator of the Year” by the National Speech & Debate Association. 



John Sexton

Dr. John Sexton is President Emeritus of New York University, the Dean Emeritus of NYU Law School, and the Benjamin Butler Professor of Law. He joined the Law School faculty in 1981 was named the School's Dean in 1988 – serving in this role for fourteen years. He was named the University's President in 2001 and served in that capacity until January 2016.

In addition to his work as President Emeritus, Dr. Sexton currently serves as the CEO of the Catalyst Foundation for Universal Education, Chair of the University of the People President's Council, and Chair of the Mary Christie Foundation. He is also a member of the American Academy of Arts and Sciences. Dr. Sexton is a member of the Council on Foreign Relations and has served as the chairman of the board of the Federal Reserve Bank of New York.  

 

In 2010, Emory University named Dr. Sexton “Outstanding High School Debate Coach of the Last 50 Years” for his work with the St. Brendan’s High School debate team. Dr. Sexton is a member of the IPPF Advisory Board. 



Faith Abiodun

Mr. Faith Abiodun serves as Executive Director of the United World Colleges (UWC) International, a global movement spanning 18 international schools, national committees, and programs across 157 countries united by a mission to make education a force for peace and sustainability.  

 

With a successful career spanning education, social enterprise, non-profit management and journalism, he has held leadership positions at African Leadership Academy - a pan-African educational leadership organization, Catalyst 2030 - a coalition of the world’s leading social enterprises working to accelerate progress towards the UN Sustainable Development Goals and Future Africa, a public sector leadership organization with a network of emerging leaders across more than 30 African countries. He began his professional career as a journalist with The Guardian in Nigeria. Faith serves on the boards and advisory councils of several leadership organizations and was recognized with an honorary doctorate degree from Macalester College, USA in May 2023. 



Miha Andrič

Mr. Miha Andrič is an international communication, speech, and debate teacher, philosopher, and sociologist based in Slovenia. He is currently the director of the Education Center Argument, a board member of the International Philosophy Olympiad, and head trainer at Viseria communication lab.  He has trained students, teachers, and professionals from the business world in more than 50 countries around the globe.  

 

Mr. Andric is a member of the IPPF Advisory Board. 







Angela D. Minor

Ms. Angela Minor is an associate professor at the Cathy Hughes School of Communications at Howard University and the Director of Howard University’s Martin Luther King Jr. Forensics Program that consists of two award-winning teams: the Howard University Mock Trial Team and the Speech and Debate Team. Ms. Minor is a licensed attorney in the state of Maryland, and the District of Columbia. She is the co-founder, of the Law Offices of Minor & Willcox, LLC, along with her beloved and late Mother, Willie Ann Willcox, Esq., with locations in Maryland and the District of Columbia. She has over 19 years of experience practicing law and 25 years of teaching experience.  

 

She has worked with the Rev. Dr. Barbara A. Reynolds and the Dr. Martin Luther King, Jr. Foundation to secure the autobiography of Dr. Coretta Scott King. She continuously represents countless citizens in the Washington Metropolitan area on civil, family law, and estate planning matters. She lives by the quote: “When you educate a man; you educate a man. You educate a woman; you educate a generation." 



Alex Pouille

Mr. Alex Pouille is the Zone Europe Chief Financial Officer for the world's largest brewer, Anheuser-Busch InBev, and is based out of Brussels, Belgium. Mr. Pouille has over 14 years of financial experience ranging from Control, Tax, Business Planning, Treasury, and Mergers and Acquisitions. Mr. Pouille was an award-winning high school debater at the Alexander W. Dreyfoos, Jr. School of the Arts of Florida. With his help, his school won the IPPF in 2006 and 2007.  

 

Mr. Pouille now heads the IPPF Circle of Champions - an IPPF alumni organization - and is a member of the IPPF Advisory Board. 





Florencia Lopez-Boo

Dr. Florencia Boo-Lopez is a distinguished economist specializing in the intersection of human development, behavioral science, and public policy. She holds a PhD in Economics from the University of Oxford, where she was a Clarendon Scholar, along with degrees from the University of Namur and the University of Buenos Aires. 

 

Her research utilizes randomized controlled trials and interdisciplinary methods—spanning neuroscience and developmental psychology—to identify scalable solutions for improving the lives of children and families. With a primary focus on low- and middle-income countries, she has advised nearly 20 governments across Latin America and the Caribbean. Notably, she co-founded the region's first two Nudge Units and led the IDB’s Early Childhood Development team, managing operations totaling $900 million. 

 

Dr. Lopez Boo has published over 60 articles in elite journals such as The Lancet, The Journal of Public Economics, and JAMA. Her work has influenced paradigm-shifting policy reforms and has been featured in The Economist and The Washington Post. An active advocate for diversity, she is a founding member of global networks for women economists. Prior to joining NYU, she served as a Lead Economist at the Inter-American Development Bank. 



Will Baker - Moderator

Mr. Baker is the Director of the NYU Global Debate Fund where he promotes the transformative power of debate worldwide through co-curricular initiatives, institutional partnerships and management of NYU’s CEDA debate team.  Will taught argumentation at NYU, Cornell and debate institutes from LA to London.  He was the first African American Debate Director to capture the Intercollegiate National Championship since Melvin Tolson in 1935. Attracting over 70 students annually, Will has overseen top national finishes for nearly 20 years in a row. 


This month, NYU finished 9th in the Nation and was recognized with the National Public Debate Award for its unwavering commitment to community service. Mr. Baker also works as Chief Strategic Officer for a consultancy assisting for-profits and nonprofits alike with program evaluation, training and motivational speeches. He’s appeared on NPR, CBC-TV, the Economist, and News10 and in the documentary, Immutable.  Mr. Baker is a member of the IPPF Advisory Board.
